BGT – Transitional Safeguarding (Children)

Transitional Safeguarding refers to safeguarding practices that support young people as they move from childhood to adulthood, typically ages 16–25, a period when risks and vulnerabilities can change.

Key Points in Child/Youth Context

  • Bridges the gap between child protection and adult services

  • Recognises that older adolescents and young adults:

    • Are still developing emotionally and socially

    • May experience risks like exploitation, abuse, or neglect

    • Often fall outside traditional child protection frameworks

  • Focuses on:

    • Early identification of emerging risks

    • Flexible support that adapts to age and maturity

    • Multi-agency collaboration between children’s and adult services

    • Empowering young people to participate in decisions about their safety

Purpose

  • Prevent vulnerable young people “falling through the cracks” when leaving child protection services

  • Reduce risks of exploitation, homelessness, or criminal involvement

  • Provide continuity of care across the child-to-adult transition
